I used:
To start, I choose my panel from the Hunky-dory Dots to Diamonds Midnight Papercraft Pad:
I cut this panel down to 4" x 5 1/4".  Then, using my MISTI, I heat embossed the sentiment in the middle and small snowflakes over the largest gray dots on the paper.  I used WOW! Embossing Glitter in Iced Silver.  I also edged the entire panel with the clear embossing ink and using the embossing glitter in it as well.  Once that was cool, I adhered this panel to my card base that was A2 size top folding Neenah Classic Crest Solar White card stock with the front covered with a pale blue and white snowflake patterned paper.
It was then time to really embellish this card!  I used the palest and the darkest of the blue gemstones and adhered the mix onto the card spacing out the colors.  I did not use the biggest size, just the medium and small.  I didn't cover all of the gray dots.  When I had enough gemstones adhered, I covered the rest of the dots with Nuvo Glitter Accents in Fresh Snowfall.  I added extra dots of these.
Once those were dry, I added some Iridescent Glitter Dust from Therm-o-web.  This just gave it a delicate shimmer to the whole background and my card was finished!
